It’s the power of having the leader badge.
To confirm:

  • I’m not a “staff” member.
  • And I’m not a moderator (I’m a co-moderator, meaning I have the leader badge, but I’m not part of the moderator group and don’t have access to user settings)

That’s correct. As in I only have the leader badge, not I’m the only one with the leader badge.
