I noticed that sometimes when the heart shield is used for ned, it does not turn off.

About 10 seconds later:
the cooldonw is only 4 seconds so perhaps your hero used it twice.
I checked the simulation and the heart shield was never inactive over that time. Even if I were mistaken, the health would not be exactly the same, there would have to be some decrease.
