The flag don’t apears above next level, but a hero silver image (like avatar) appears in this “circle”, with the next stage, and clicks isnt working, look below:

Try replaying the previous level. There was a brief time yesterday when the level unlocks were glitchy. If you play the last level again, it should unlock the next level.
