The reason is you need the wait() ability for this level, and those two restricted watches don’t have that ability–that’s why they’re restricted, so people can’t use a watch which won’t work. It’s pointing to it because it’s the only watch that you have (Am I right?). The solution is to buy a watch with the wait() ability.
It’s the same outcome as in this topic: Make advances - what else should I equip?. Normally they just want you to buy a bit of more advanced kit.
