How do I use Command

I have seen “command” mentioned a few times. Apparently, it can be used on enemies or friends. Do I need special equipment or is command a method? What options are available? Where do I find the information? Is there a site or page that covers the various features of CodeCombat that aren’t taught explicitly in the levels?
