No, the consecrate ring has no cooldown and can’t move or attack while you are doing the ability.
“Drew this when I was 7” and “lost the talent for art” do not combine with tutorials. Plus, you said you gave it to a website, but the drawing already exists in a tutorial. Detective @Monsty solves the case!
Please do not steal art and claim it’s yours.
