Is it against forum rules to post on old Off-Topic posts? And if so, which time scale would this be against the rules and count as necroposting?

One admin said “Let the dead rest,” so no I guess? But that was in 2021.

No it is not as long as it is on topic it is fine

As long as you’re on topic, you can talk there regardless of how dead it was. But it is wrong to start a dead thread with zero connection to the point of the topic.
