Completion rate and player activity rate there is really low. If 1000 was the number of people in the forest, then 1 is the number of people in glacier.
Now I see what you mean, oof. And then there are thousands, even millions, of CoCo players. Imagine how many would be in the glacier… ? Thanks @Chaboi_3000, that clears it up for me now.
